when I go to access the internet it says subscribe to packet data first please help

Go to your network's website. There should be a section on it for phone settings. Usually you just put in the model and your mobile number and they send the settings to your phone by SMS.
Or go to the nearest phone shop for your network and watch some spotty 14 year old do it for you in 10 seconds and make you feel really stupid.

Packet data is a subscribers option from most providers and will cost you a monthly fee.
Phone your Service provider and they will set it up for you.
There web site will also give you information.
