It means young and innocent or very inexperienced, un"wise" or ignorant. A person is also sometimes said to be "green with envy" but if they are just said to be green full stop it means they are very un-worldly.

Usually I think of being green with envy, but I know there's another meaning to that.....just can't remember what it is at the moment, although my friend basketcase is always Green, it's her favorite color!
