The first thing you need to do is to have the same units. This applies to any measurement question. If it were 20g as a percentage of 30kg, you'd need to have both terms in the same units before moving on.

IT makes the most sense to convert 3 metres to centimetres (so that we aren't dealing with decimal numbers), which is, of course, 300 cm.

So, now you have 20 cm and 300 cm. This is like having a mark of 20 out of 300. So, you do 20/300 then multiply by 100 to have a percentage mark.

20/300 * 100 =6.67% (or to whatever decimal place you are supposed to give your answer)

the solution is like this:

3 metres = 300cm

20 = x/100*300, x = 20/3

x = 6.67% - Answer

I'm sorry, Your going to fail math, barely pass, graduate, and live with 5 other friends in a compact apartment for the rest of your life. At least make an attempt to do your own work. I suggest you change your name to something like mine.

Convert meters to centimeters. If you can't figure it from there you shouldn't be online.
