IT makes the most sense to convert 3 metres to centimetres (so that we aren't dealing with decimal numbers), which is, of course, 300 cm.
So, now you have 20 cm and 300 cm. This is like having a mark of 20 out of 300. So, you do 20/300 then multiply by 100 to have a percentage mark.
20/300 * 100 =6.67% (or to whatever decimal place you are supposed to give your answer)
