Yes, it's from: control panel > sounds and multimedia > and in the sound tab, scroll down until you find start windows and then you can click brows to select a sound, but the bad thing is that you can only choos wav files...

Go into the Control Panel
Not sure on 2000 if they are under "Audio Devices" or under "Sounds" icon (If Audio Devices, then Sounds is a tab under that)
You can change not only the Startup sound, but all kinds of other sounds for different events (open, close, error, etc.)
If you do a search for "desktop themes" you will find a lot of free sets of sounds (and icons and pictures) based on favorite shows, movies, bands, actors, etc that you can download and install to make your PC do all kinds of cool things.

change the Start Windoes sound in Control Panel -> Sounds, Speech, Audio Devices -> Change the Sound Scheme.

go to control panel
double click Sounds And Audio Devices
then go to the Sounds tab
make sure "Windows Default" is selected
then select "Start Windows" from the list
then click browse and chose ur desired one

Control Panel...Sounds and Devices.....Sounds Tab....Select log in, or whatever sound you want to change, it will then allow you to change that event to another sound of your choice.
