i think it should be less expensive and actually cost a reasonable price and no tax...just like gas it is a natural substance and should cost a hell of a lot less than what it does now...

Water should be free but not in all countries. If water is free in those urban countries, people who always get water constantly will not realise the importance or value of water and they will waste it even more. But making it free in poor countries where people have to walk miles to the nearest well or do not get constant water supply will be a good idea. The poor people know how important water is and they would not waste.

No water should not be totally free. To general population maybe. To large industrial users no way. To farmers for the purpose of irrigation no. First of all, it costs money for treatment and and an adequate distribution system. The large industries and farmers who use an extremely large quantity of water, need to pay for it. And it needs to be expensive. It is the only way that they will learn how to conserve it.

Water IS free in every country. Not necessarily clean water, and not tap water, but if you can find it, it's yours.
