Basically most magazines in th UK marketed at men are just a load of reviews of sports cars, football trivia and topless models. FHM also has as pointless section about fashion. None of these magazines have anything approaching "culture" or "issues" unless you consider things like boobs or sports cars to fall into this category.
Bizarre magazine (http://www.bizarremag.com/) is probably the best of them because it features a large amount of deformed people and unhinged performers. Although not really a very savoury publication Bizarre at least has something interesting and different to the others.
None of these publications are cultural, political, or high brow. If you learn anything from them it is through co-incidence rather than by design. The people who buy them basically want to ogle women without having to be seen buying or reading real porn. The very lack of readable content will reveal more about popular culture and the youth of today then the magazine itself ever will.

Depends what you mean by "youth". Kids, under 15's would read things like Match or Playstation Magazine, or other dedicated mags that involve the things they are into. Music, movie/dvd mags and stuff. Also, you can't go wrong with DC or Marvel comics.
If you mean youth as in young adult, then FHM, GQ, or Loaded are for young adult right through to my granpa's age. There are some soft porn related issues in these mags though. I know some newsagents that won't sell these to under 16's. I'm 26 and have been reading FHM since I was 16/17 years.

I'd take a look at publishers online before I bought! For example Furture, Dennis etc.
Other than that I guess there is always the Big Issue as others have mentioned, but that's more about homeless people who have made a success of things. I've never really seen "youth culture" in the Big Issue.

Actually, I would recommend London Time Out. Reading club listings, movie reviews and sport info gives you an unfiltered look at youth culture.

The articles in Playboy are always interesting........lol.
The best mens mags are FHM and GQ.
A close third would be Mens Helth.
