No he isn't broke. He kept saying how rich he was on the video they showed. The Laugh Factory is a major player. Maybe he wanted to try that for a change. The series he did after Seinfeld failed and I believe he used to do some stand up before Seinfeld. He probably will never do stand up comedy again now though. I was shocked when I saw that video.

I live in Hollywood, and I go to Laugh Factory every once in a while. Laugh Factory often has established comedians give stand-up routines; for instance, Bob Saget, George Lopez, Dane Cook, and others. Laugh Factory also provides a free Thanksgiving dinner for actors and comedians.
As for Michael Richards, he did have a background in comedy performance. He was a regular cast member on a TV show called "Fridays," which was on ABC in the early 80's. It was a sketch show like "Saturday Night Live," which also had "Seinfeld" producer Larry David of "Curb Your Enthusiasm." Michael would often do sketches where he would play characters who spoke like black characters. He has played white pimp-like guys who talked "ghetto." That is why when I first saw his Laugh Factory tape, I thought it was an act of him trying to act "ghetto." Apparently a lot of people did at first, too, because there were people laughing. After a minute or so, I realized that he was really going off, and I thought, "Oh my God! what is he saying?!? Does he really think he can get away with that?"
So, to answer your question, Laugh Factory often has established comedians come in and do shows.

Sometimes actors/performers have to be in the public eye for possible new roles and a lot of them go back to their roots of standup if that's where they started out. He is funnier as a character obviously and he's older than when he started. I feel sorry for him more than anything but he's getting the attention that he wanted whether it's good or bad.
