It's the dominant culture. Look at how the definition of beauty changes in time, at one time curvy, girls with hips and boobs not necessarily fat (though they have had their time as well) was considered the ultimate figure, now it's pretty much you must be as flat as a guy to be considered anything but ugly. Then again, there is the fact that different cultures may find something beautiful in one person but find something another culture really loves as ugly. At least that is if you're talking physically, although something of the same could be said the other way as well.

depends with where u come from...in....
europe women are shld be thin slim,flat as..s,no hips almost like anaeroxia.
africa a woman shld be curvy with hips,booty,not too fat but avarage body,
middle east they prefer fat women
asia average
america slim but phew...with all those disgusting american food the women are sooo huge.
