Rayleigh's scattering law states that the amount of scattering is inversely proportional to the fourth power of wavelength
means that shorter the wavelength greater is the scattering
During sunset or the sunrise ,the rays from the sun have to travel a greater distance to reach the observer during which the shorter wavelengths such as violet,indigo and blue are scattered much when compared to the longer wavelengths.
Though the scattered light has more violet photons than the blue,human eye is less sensitive to violet when compared to blue and hence the sky appears blue to us.

Because of the reflection/refraction of different wavelengths of the electromagnetic spectrum. Visible light is a small component of the spectrum and the colours of the rainbow each have a different wavelength. As they travel through earths atmosphere they bounce off at different angles depending upon their wavelength. I think red is shorter than blue which is more dominant to the receptor cones of the eye that pick blue up when the sun is overhead. At sunset the blue light is scattered more and the red dominates the other colours of light. there are many explainations for why the sky is blue. One reason that i know is because the ozone layer bends the white light the sun gives off. and at different angles the light is bent, the color is different

the sky is blue because of the sun shining through the air and the water in the air making it blue from the distance we can see it
this is also how rainbows are made
you have to hit the water right in the rays of the sun and such

Reflection from the ocean. Why is the ocean blue? Cos all the animals & plants inside the ocean jubmled up to a color similar to blue.
