Lots of hosting companies offer free templates for websites, or try free sites like yahoo and msn which do the same, simple text entry and layouts and no coding. Other than that depends what you want (personal - business etc) and how much $ you want to spend.

You can also find free webhosting service like geocities to start building a website.

From there, you can go out and buy your own domain name, www.yourname.com
and then purchase your hosting service to store your files.
