In Katangi India there are plans of build a 2222 foot building with 224 stories in 2008.

This 224-story, 2222-foot(677m) pyramid-shaped building in
Katangi, India was scheduled for November 6. The building is
being financed by Maharishi Mahesh Yogi (The Beatles former
spiritual leader), and will be his new world headquarters.
The firm designing this tower are known for a previous large
development, the Twin Towers in Battery Park City, NYC.

What determines the tallest building?
Height is measured by the structural height , this is the vertical elevation from the base to the highest architectural spires, ornamental fences, parapets, balustrades, decorative beacons, masonry chimneys, & all other architecturally integral elements along with the pedestals.
So while the overall height of the Sears Tower is greater than Petronas Towers, the structural height is less.

Canada has the world's tallest freestanding structure, the CN tower in Toronto, Ontario. The worlds tallest building period I think is located somewhere in the Indonesian Islands. It was in the movie Entrappment I believe.
