Though the body core temperature is 98.6° F or so, the skin temperature is a little less - I am guessing 90° or so? Whatever that number is, there is a wind chill if the air is colder and the opposite if the air is warmer - more noticeable the further from that temperature of course.

The only time there's no wind chill is when the air temperature is at least as warm as you; 37.5 degrees celsius. When it's warmer than this, a wind heats you up instead of cooling you. Of course, on a warm summer day, you don't need to worry about wind chill, so they don't bother to mention it on the weather forecast.

Wind chill is just a measure using the air temperature and wind to figure out what temperature it feels like it is

In the summer, the opposite effect happens and you get the heat index. This takes air temperature and humidity to find out what it feels like

There is still "wind chill" however it is not considered a factor because of the weather being warmer...thus the "chill" doesn't affect the body as severe

The wind effects the chill factor irrespective of day , night, summer and winter. .

There is wind chill in the summer, but we don't worry about it much because of heat index (humidity).
