We went to Vilseck before and stayed on base at the cabins they have there close to the lake. I really liked it there. As far as I can remember, they had a nice size PX, the housing was 4 plexes, not stairwell housing like on most German posts.
Most Germans learn English in school, but are uncomfortable to speak it. But you should be fine going shopping and only speaking English. They will understand you. Only the older generations won't, but the ones 45 and younger will. On post you won't have a problem with the language, since it's all American.
The weather, it's 4 seasons, so you will have it all. Snow in winter, hot in summer.

I was stationed in Grafenwoehr which is located right next to Vilseck. I LOVE Germany. The best food, Beer, and friendly people. If you are standoffish with the people they will be also. If you are friendly they will be also. Don't make the mistake that some Americans make. They get there and say I don't like it here because it's not like America. Well then stay home. If you go to Germany then make some German friends, get into their culture and enjoy all that Germany has to offer. I was single and never went to the local German dives that the young Americans went to. Me and a buddy would take off on a Friday evening after work and flip a coin and go. We did not go on the major routes. We went on the back roads and went to a lot of small roul joints and places. We had a blast and enjoyed every minute of our stay in Germany. While there I went to Austria, Switzerland, France, Venice Italy, all over Europe. I loved my trip to the Salzburg salt mines and don't miss the Zugspitze on top of the Alps in Berchtesgaden. While in Berchtesgaden you have to go up to Hitlers Eagle's Nest (I went there 3 times) and, man I could go on for hours. There is so much to do and see. Don't stay in the American housing area on the weekends. After all when will you ever get the chance to travel Europe again in your life. Also if you get tired of driving, and walking you can always get on a riverboat and cruise the river and see the sites while sipping on a great German Beer and eating the best bratwurst in the world on a German brochen (Small French bread type roll). God I miss Germany. At Christmas time walk the open air Christmas Markets and listen to the great music and drink Hot gluhwein (Hot Fruity Wine) It's so good on a cold snowy Christmas night. Almost every German speaks English however, learn some of their language and even if you butcher it they will appreciate the fact that you tried and they will answer you in English. If you just start talking to them in English they may just look at you and act like they don't understand. Try and learn the language. It's not that hard. I went to Nurnberg and stood where Hitler made his big speeches. I am a history freak so there is a lot of history to see. The castles are wonderful. Go, Go, Go, if you can and enjoy your time in Germany. I have friends I made there and we still keep in touch. You won't regret going to Germany.

the ancient barvarien town of vilseck is geographically completely separate from the nearby lage american military base which is commonly referred to by the same name.

since the us military soldiers bring there families to live with them, vilseck actually has more americans than germans, so you should not have any languageproblems at all.

weater: 4 seasons. spring mostly cold til may, summer can be hot, but don't take that for granted. fall starts in october and in november/december it can get cold. just be preared for anything.

Vilseck is a village and not only a military base. Outside the military base people of course speak mainly german. But you can expect a lot of them knowing at least a little bit english. Especially in shops they should be used to having american customers as well.
Here you can find some information:

A climate chart of nearby Amberg you can find here:

Be aware that Units are international standard and NOT what's used in the USA:
temperature in °C (degree centigrade), precipitation in mm (= l/m² or liters per square-meter)
