It is called a Cuticle Stick, some call it a Cuticle Wood Stick, Orangewood Stick or simply Manicure Stick. Natural wood is chosen to craft these cuticle sticks. The combination of flexibility and hardness in the wood allows you to clean your nails thoroughly and gently. Wrap one end of the cuticle stick in cotton, then gently push back and shape cuticles. It is also designed to remove any excess of Gel from the cuticle area during the application.
There is also another stick called Hoof Stick which has a supple rubber tip to facilitate removal of dead skin which has resisted to the manicure stick wrapped with cotton wool, to form a neat nail contour. The other end of the Hoof Stick allows cleaning under the free edge of nails. After rolling back the cuticle with a cotton covered Manicure Stick, dampen the rubber hoof end of the stick and gently mould cuticle into desired form and free any portion adhering to the nail.☺

It's a cuticle stick. After softening up your cuticles, you gently push them back after using the pointy end to loosen them up off the nail.

A nail file is a tool used to gently grind down and shape the edges of nails. They are often used in manicures and pedicures after the nail has been trimmed using appropriate nail clippers. Nail files may either be emery boards or metal files coated with corundum (sapphire).
Emery boards are generally less abrasive than the metal nail files, and hence, emery boards may take longer to file down nails than metal nail files. However, nail files may play a role in the disease transmission if they are used on more than one person without adequate sterilization. Emery boards are usually less expensive than metal nail files, therefore emery boards can be economically disposed of after use on a single person.
