Depends on the baby. Some say a fair few words before they are 1. Others don't start talking until they can use phrases. Neither of mine said much at all before 18 months. (My son taught himself to read less than a year after he started talking). No, your sons vocabulary cannot be hindered by not watching TV. Studies of hearing kids of deaf parents (who communicate at home using sign language) have shown that TV does not teach the kids to talk _at all_.
