First of all, the question is somewhat racial in nature. However, assuming that it is an innocent question for academic discussion, I searched internet to find answer or response to the question asked here.
I got one that reads like following:

i was shocked to know that there are differences in average national IQs
seems that chinese people are the smartest

Its not so much as a race issue its who applies themselves the most to being smart and educated.

I don't think there is one smart race. There are stupid people in all of them and smart people in all of them. Anything else is called a stereotype.

It really comes down to how much education a person has, but I have found that Germans are extremely smart, also people from India, etc
