Interesting concept....too bad we can't test the ones already in...and get rid of most of them. Seriously, they would never allow it.

Psychological tests can be enforced for candidates for President or Prime Minister but the constitution and election laws must be amended to include this requirement.

NO.
Sometimes crazy people make good leaders in a crisis.
Example.....Winston Churchill......if he wasn't a bit daft....England would be province of the German Empire.
The U.S would be its breadbasket....cause a lot of U.S businessmen loved the NAZIS....nothing appeals to business like slave labor.
But Churchill suffered major bouts of depression.
If he was alive today he would be on anti-depressants.
But he was certainly focused in his Hatred of Hitler.
