1 It is an adjective. Something or someone is down-to-earth (or 'down to earth') is concerned with doing practical things and solving problems in a practical way, rather than with abstract theories. Example - They have much more down-to-earth reasons to disbelieve him. She's a down-to-earth sort of woman with no pretensions.

2 'Driven' is simply the past participle of the verb '(to) drive'. Example - A man driven by greed and envy loses his power of justice. The car was driven by a liveried chauffeur.
