Spray Ferbreeze on the seats and then put pet odor elimination for carpets on the seats then leave a perfume thing(brain fart :p)
in the car for awhile. That should get rid of it. And I would make him do it and watch him do it.
1. He shouldn't have been drunk in your car.
2. He shouldn't have been drunk at all!
Drinking is bad. It makes you stupid. Brain farts are one thing,you can't controll them.(They suck at quiz time.) It's another thing to do it on purpose.

I start with a good vineager and baking soda and scrub it good then let dry. Touch up with Fabreze. Works on the carpet with the dogs. And shouldn't discolor your seats.

rent a rug doctor shampooer (with the upholstrey attatchment) & some shampoo. buy some nilodor to drop here & there after shampooing. be sure your cousin pays for all of this & helps with the work!!!
