There are a few programs.
One that costs money, is photoshop.

However, if you want one for free, I advise you use this:

Once you can handle them, it's very powerful. Paint.net is free, which is great, and very useful, full of good features. However, photoshop is considered the best picture software overall all, for it has the most features of all image software.
Your choice. Are you serious? Or is it just for fun?

You need to host them. Try photobucket.com and host it there. Then just get the HTML code to get the picture as a background.

downlaod a sofware called "IrfanView". It's a free software that you could edit the photos and minimze the size of photos so u could post it in friendster.
