A Proposition is kind of a cross between a suggestion and a request. Sometimes it is used to describe a sexual advance. Sometimes a proposal of marriage
Another common usage is something that you vote on; ie: a proposition to lower taxes.
Sentences:
I made the proposition, but she turned me down. (This happens to me a lot)
I voted YES on proposition 13!

It means making an offer, or making a suggestion, a proposal.
It can also be an offer of a "private bargain", especially requesting sexual relations.
For example, "Did you proposition the prostitute?"
