You should pick a colour that suits your skin tone, and that you feel good in. Not all people can wear black successfully, so go to a nice shop and try on different colours.

As to the type of dress you wear, it should be something that is form skimming but not tight. Don't ever wear clothes that are too loose either--they can make you look like a shapeless sac!

Being semi-formal it means that you should be wearing a dress that falls somewhere between the knees and the ankles.

I have no clue what colors and styles you might look good in. But here are a couple of links to help you figure that out for yourself.

Now, being that you are young and a bit full figured, you want to wear something slimming, but not too mature. Simple lines, solid colors that are dark (not just black), and things that draw the eye up. Look for a dress that falls at your knee (slightly above or below is fine) for the longest and slimmest leg line. Which in turn makes your whole body look slimmer, and you look taller. A halter that's a wider strap would be good on you. It draws the eye inward, minimizing your shoulders and arms. You could also try a V-neck in something with sleeves if you don't feel comfortable showing your shoulders, or just want the extra warmth. Then look for a dress that has either a higher waist line (like an empire) or side ruching to make your waist look smaller. An A-line would be your best bet for the skirt of the dress. It will help to hide your flaws without adding any bulk. You could also try a bias cut dress or a wrap dress.
Any of these might be a good choice for you.

Black is always slimming. if you have big legs wear something that goes below the knee. if you are big on top wear something with sleves. try to let your best featurs shine. wear lots of glitter, and od your hair really nice, people will be so amazed at how stunning you look they won't notice your weight.
