Ministry, Skinny Puppy, Front 242, KMFDM, Front Line Assembly (you did say industrial).
I also should mention one of my favorite industrial acts, which very few people have ever heard of: Circle of Dust. It started out under a Christian record label (but if that music was Christian, it was straight out of the Book of Revelations *lmao*.) (I am not Christian.) It's approachable, very well-made, apocalyptic industrial music and is a well-loved secret weapon among the industrial deejays I know. The first (self-titled) album is the best one. Very hard to find, but worth the hassle, IMO.
Bauhaus, Joy Division, Depeche Mode and Sisters of Mercy are classic in the goth scene and they're really awesome, but they're not Industrial in any way. I highly recommend you check them out, though. Also, The Smiths and The Cure are universally enjoyable, but goth kids in particular tend to love them.
The ultimate 'creepy' industrial song, IMO, is Skinny Puppy's "The Killing Game". It makes you feel like you're being tortured by a deranged serial killer. Frickin awesome.
