It has to be premeditated..and they must be killed in order to change something or send a message. If their death makes a difference publically it is assassination.

The Dictionary has the definition of Assasinated as follows:
1) To murder (a prominent person) by surprise attack, as for political reasons.
So I would assume that to be considered assasinated you would have to be either a very prominent person who has strong stances politically or a person in a position of political leadership.

I believe those considered assassinated are usually individuals who are killed by individuals or groups who have a political or ideological agenda in effecting the killing.
Victims are either political leaders or strategically important individuals.
