There are a few settings you can adjust but it doesn't make a drastic improvement. Type these in your console.

"rate 25000"
"cl_updaterate 101"
"cl_cmdrate 101"

Ping is based on your connection speed, and the location of the servers you play on. Get cable internet and/or find a server close to your geographic location.
