Why can't we just call it Towers or complex or whatever but not building!Where do you live? In this building! So you don't have a house yet coz they are still building?

It's a generalized term.
Like "vehicle" =car, truck, bus, van, minivan, suv, 4 x 4,

What would you like to call a permanent structure that people are in it, if you didn't know it purpose.

No, no, no! you are confused. You build a reputation. You build an alibi. You build a savings account. But, you don't build a building. You construct a building. The building is the object. constructing is the adjective. So! Where do you live? In that building? I thought it was under construction. So, now you have knowledge, Go and Sin no more!
