I know the obvious factors such as land and money, but seriously what all is required to create a college? Legally, etc.

It depends on what sort of college you wish to create, and whether you want to deal with such things as accreditation and such.

It is also different in each state. Some state have very few requirements to legally grant degrees while some have more. If you wish to teach such things as medicine, you will have even more requirements.

Some schools, such as Clayton College of Natural Health offer legal degrees, but they are not accredited and you can't legally practice as a naturopathic physician with their doctorate degree in most states. Then again, I don't believe that Dartmouth college is accredited, but no-one would doubt the value of a degree there.

Check with your own state. If they have regulations regarding post-secondary schools, investigate them, as that's what will govern your enterprise.
