i keep getting a web page popping up, it just appears randomly, my internet is always connected, and sometimes i come back to my computer (even after it has been in standby or hybernation mode) and the site will be there.

there is no address line, but at the top and on the little tab at the bottom of the screen it says something along the lines of:
C:/WINDOW/system32/@#*# or something along those lines. i go into my C:/ folder, and can't find it in there o delete.

How can I get rid of it andstop it from coming up?

You have spyware. Try using a spyware removal program. It you don't have one spy bot search and destroy is a good one (http://www.safer-networking.org/). If you can't go to that website, open your control panel, click on Windows Update, and then type in that address. If that doesn't work, download Avast! Anti-Virus (avast.com) and run a boot-time scan.

For openers, it might be a good idea for you to check all drivers.

cl Start
cl Settings
cl Control Panel
cl System
cl Hardware
cl Device Driver
R-cl on the item to be checked. Click Properties.
That will tell you if the item is working properly.

To update the driver:
Start, Settings, Control Panel, System, Hardward, Device Driver
click the icon for the item you want
click the “update driver” button on the toolbar.

Depending on the version of Office you have, this link might be of help. This utility comes with Office 2000 and will detect and repair installation errors. Be careful here. Do not remove the program.
When you click Add/Remove and select MS Office, there is a link for "maintenance mode." This is where you will find detect and repair.
