I think you have to look at what a player brings to the team, not simply "skill in receiving", but all the things tangible and intangible.

Randy Moss may catch the football well, but he is also a self-obsessed, violence-prone, whining quitter. He is constant trouble on and off the field!

Marvin Harrison hands down! He just plays football!

Forget all the talk about teams played for and the quarterback throwing the ball. Look at the receivers. Moss on paper looks better than Harrison but in performance he doesn't come close.
Marvin is a disciplined team player that gives full effort. He runs good routes. He is quiet and unassuming but he will give up his body over the middle to catch a pass. He has to be made out of leather in that he is one tough dude. He looks like he has a small build but he takes a hit and keeps on coming back for more. He is very durable. So it is Marvin all the way.
The only knock on Marvin it that you can knock him off the line of scrimmage due to his small frame. We saw that happen in the Dallas game.

Marvin Harrison is better. He has a better QB throwing to him which may make him seem better then he is. You never hear him complaing to the media and he always is getting TDs. Randy Moss was good but then he started talking with the media complaining and he still hasnt been getting as many TDs. Moss is just a distraction.

Wow, ya'll surprise me, Randy Moss may at time be a head case, but he is the superior wide-out. Randy has never played for a team that is even close to as dominant on both sides of the ball as the colts are. Harrison has the help of a great run game and support staff. Moss had Chris Carter, for his first 3 seasons, i believe, and that's about it. He made defenders look stupid, especially in his first few years, something Harrison isn't quite as good at. For that, I give the bid to Moss.
