Foreign students are underprivileged group. Particularly those came from underdeveloped countries. They had to pay higher tuition.
They were not allowed to work. But most of them work hard and study hard. US citizen can apply for financial aid. But they can not apply that.They had other problems, such as language problem.

I don't really think any one ethnic group is underprivileged anymore. The United States is full of so many cultures and ethnicities that people don't look twice at someone of a different culture. Also there are so many opportunities like business grants, education grants and scholarships for minorities and we go out of our way here in the U.S. to accomodate other cultures.

i used to think it was the Native Americans, but now they get all that $ from the casinos so it is not really them anymore, i think all other ethnic groups are pretty much on even ground. except the illegals but they don't count cuz they are illegal and have no rights in this country other than the right to life!

The poor. They need food to eat, shelter, clothing, blankets, transportation, health care, and respect as fellow human beings, yet they lack these simple necessities.
