In my opinion, the police department was first instituted in order to provide a security force to protect the government and its officials. That is, they were put into their respective positions to prevent civilians from lashing out successfully against the government. Over time, they became protectors, guides and mediators of the very civilians they once were supposed to be wary of because they realized that people found more problems amongst themselves than with the government that ruled them.
What this means, is that the police officers of today actually have a choice in helping you, though that fact isn't commercially advertised. This would become very evident should regular citizens one day choose to band together against the government (though at this moment in time it seems unlikely this will ever happen).

Without law enforcement we would face even more chaos in every day life then we do now. The visible presence of Police Officers prevents crime and keeps us safer.

If all people truly understood the complete idea of One God, this would put the police out of business. Since humans believe themselves to as gods, then thought drifts to dark places and action proceeds, and so we employ people to "babysit" the people that just don't get it yet.

In a perfect world, people will believe in respecting others and do unto others as they would have done unto themselves.
This isn't a perfect world so someone needs to be there to take care of those that don't want to follow the rules.
