Elmers has some Non Toxic GEL glue which might work well for you.
A Hot Glue gun is commonly used in those sorta projects.
Most Glue Sticks are Non Toxic---To be Certain you'd have check the particular label.
I've seen it used for Wrapped Candies,,and for Hard candies
like Candy Canes,,Lolipos,,Valnetines Hearts,,etc
Some Cake decorating Icings get hard and have "glue like properties"

ROYAL ICING (Egg White Recipe)
3 egg whites, room temperature
1 lb. confectioners' sugar
1/2 tsp. cream of tartar
Combine ingredients, beat at high speed for 7-10 minutes. Yields less volume than royal icing made with meringue powder.
Royal icing is a hard drying icing. Please keep covered with a damp cloth. Humidity will greatly effect this icing. Both icing recipes are excellent "glue" for Easter Eggs, gingerbread houses and cookies you want to dry hard. Grease will greatly effect this icing. Be sure to wash all utensils with a good dish soap.

That gets very brittle eventually.
A teaspoon or 2 of any kind of Syrup retards the hardening.
And I dont know well it will stick to styrofoam???
You can "make" confectioners sugar by running some plain white sugar thru a blender for a few minutes,,till it's "powdered"

A starch paste would be non-toxic.
Just mix some potato starch, or the type used for thickening gravy, with a little water to form a thick paste.
Or maybe you can get some ready-made from a kindergarden teacher...that's what they give the kids to glue paper, etc.
BTW, the plastic is STYROFOAM :-))
