what are the risks and how do you pierce it

The risk is MAJOR infection, a crooked piercing, and uncontrollable bleeding, and yes, it's possible to mess up your lip so bad that you may lose part of it.

The answer is simple, you just don't pierce it yourself. You don't own piercing equipment such as clamps, a larger-gauged STERILE piercing needle, etc. The only choice for a home piercing is really a safety pin, which is way too thin to make a hole big enough for the jewelry, and it's not sterile so an infection is almost guaranteed. Piercing needles also have a notch on the end that you hook the jewelry into, so that it slides in right after the needle. Since you have to take out the pin before inserting the jewelry, the jewelry just won't fit and you'll have to jam it in there, causing massive pain and bleeding; don't blame me if you faint. It probably won't go in at all. Also, without clamps to pinch the skin narrow, your piercing can and will come out crooked.

If you're hell-bent on it and totally daft, well, you freeze then boil a safety pin, burn it with a lighter, swab it with alcohol, coat it with Neosporin, swab your lip with iodine, mark the spot on your lip where you want the piercing, pull your lip taut and jam the pin through. You must push it through in one or two bursts of pressure unless you want to faint from the pain of puncturing your skin layer-by-layer and end up with an even more crooked piercing. It's the same concept as ripping off a band-aid.

All in all, a recipe for disaster. Don't do it.

very very bad idea unless you have sterilized surgical needles (not just heating up a needle under flames). You are opening yourself up for an infection. There also is a risk of some nerve damage in some spots. I don't know where you live, but any body piercing is only about $20 here.

yes you can pierce yourself but i dont recommend it. i just pierced my lip myself and it didnt come out the best. i would suggest going to a professional piercer. but if you must do it yourself you should get a good size gauge needle and you should get a lighter. burn the needle for up to 10 seconds to kill all the germs, n then peirce away. becareful though! =]

Don't. Don't do it yourself.
Risks being infection and bleeding. You can get a serious infection, even lose part of your lip form the infection. Get it professionally done. It won't cost a lot and they'll make sure you take care of it properly.
