they may not have been taught something so basic. i mean think about the stats that tell us that only 50% of people actually wash their hands after using the restroom! This is not such a stretch from that perspective. also the element of forgetfulness-rushing to get where they r going. it happens. Maybe there was no paper available until after they left and it was refilled. I am by no means excusing this disgusting behavior just trying to give the benefit of the doubt that people try to do the right thing but are not ever going to be perfect.

I have no idea but if you compare men's public restrooms to women's . women's are the most disgusting and dirty. I'd wipe the seat before you use it then you would make sure you don't get something.however rare to catch something from a toilet seat.
