If you use the marking sticks of the state of the economy in America pre-election and now, with the surplus-then, deficit-now situation, you would have to say no, he is not a fiscally responsible president. And judging by how much the US spends on the war in Iraq at the moment, it is only going downhill. The US currently spends more on defense than all the other countries in the world COMBINED!

He is NOT a fiscally responsible President.
He blew the entire surplus on tax cuts for the rich. WE had a 250 billion dollar deficit last year. And he has added more to the national debt than any other President in history.

He doesn't know the meaning of fiscal, he denies responsibility for his actions on a daily basis, and a president is required by the Constitution, to follow Constitutional laws, which for the most part, are ignored or changed for his purpose.

whilst Bush II left place of work after 8 years we had a deficit of 8-9 TRILLION money. inspite of the undeniable fact that the projection is that via the time Obama finishes his first term, we are in a position to have a deficit around 20 TRILLION money. So are you going to call the 11-12 TRILLION that Obama provides to the deficit in 4 years the fault of Bush?
