I don't know where he was born, but the US owned Panama for the longest time. He was probably born there as a military brat. If he was born on a military base, he was born on American Soil.

Reread the Constitution - it says you have to be natural born citizen, not that you have to be born in the USA. That means that if you're a citizen when you're born (i.e., born to American parents, even if they're living abroad), then you're eligible.
In McCain's case, there is no concern: he was born in what was then the Panama Canal Zone, a U.S. territory - legally, it's the same as if he'd been born in Puerto Rico or Guam or (for that matter) the Discrict of Columbia.

I believe the constitution states that you must be a natural born citizen of the USA, you can be born in another country as long as your parents were citizens of the US at that time.

When McCain was born in the Panama Canel Zone it was a US (the US built the canal) territory and that's as good as being born in the Continental US. FYI: Pres. Carter gave it back to the Panamanians in the 1980s.

That's why he gave Bush a big fat odd hug around the waist. Fascist brainwashing doesn't make him a candidate either. What needs to happen now is the 1/4 of the American public who voted Neofascist needs to be debrainwashed. How can you be sure that he was not born in America. Maybe his parents are American that just happened to be in Panama when he was born. In that case I think he would be considered to be a natural American. Even though, in any case I wouldn't vote for the turkey anyway. However, I think it's only fair to be accurate about someone's origin........
