No it dosen't. The Wii HD Premium Component Cables are seperate.

No none of the other consoles come with it in their "basic" packages either. You can pick up a component cable though but the max resolution the Wii can handle is 480p widescreen.

No, but the grafics look the same as the PS3 and Xbox360 without HD. The PS3 and Xbox360 get better grafics when you but the HD TV and the HD cable. The HD TV costs from $700-$2000.
