SCAM! Have you been to the Netherlands lately? Have you entered a contest in the Netherlands lately? Probably not.. it's a scam, why if you won money from the Netherlands would they need this info and why would they notify you by e-mail?
Think about it!

Did u participate in any registered contests?
Is there any numbers, address that is stated below the email?
Have u tried calling them?
If the answer is 'NO' to all the questions,
DO NOT, i repeat DO NOT fill in ANY OF YOUR PERSONAL PARTICULARS.
Most likely it is a scam.
If u really have won the money....they should be notifying u by post or telephone.

Like everyone else has already said, it's a scam. If it came via snail mail, send it to the post master general in your area -- ask at the post office.

If it is to good to be true then it usually is run quickly. I have seen from my perfession at least seven of these scams. These people will ask for your personal info, send a wire in a certain amount or they will send You a check you deposit it and they will drain your bank account (BEWARE OF FOOLS GOLD).

identity theft ... theift of funds .... I went along with the whole thing once but I stoped at the point when they wanted me to pay $12,000 to get a $4M pay off. I didn't want to know if it was real after that point. I wasn't about to give that much to a stranger. If your an international traveler and this person allows you to meet them in person ... then maybe it might be worth looking into, but most of those things are scams.

I would check with your local police. They should be able to find something about it. If they're asking you to send money or information about your credit cards or bank accounts it's a scam.
