Try Small business association, your local Chamber of commerce, and SCORE. All these organizations exist to help start ups succeed.

Best of luck to you.

If you are talking about workers compensation insurance. Most states don't require workers comp unless you have a certain number of employees. You should probably check with your state employment office for requirements. You can also check the yellow pages under commercial or business insurance. If you are talking about hospitalization or medical insurance, you can also check the yellow pages to find local sources. If you can find a broker they can often shop for the insurance to get the best rates.

You can do some direct mail advertising in neighborhoods where there are single family housing. If you are on a limited budget, there are neighborhood magazines you may try which will target your market area. I would also print business card up and leave them at hardware and building supply stores. One other thing you could do is drive around different neighborhoods and when you see a house which appears to need repairs, knock on the door and talk to the owner. If no one is home leave a business card on the door.

I dont know about the insurance but these types of service companies are usually grown through word of mouth advertising. Do a couple jobs below the current market price, do the jobs well, and usually one job leads to another...but I would definitely do some supplemental advertising until you get established.
