Is there a mental disorder that involves not being able to understand seemingly normal actions (like some-one turning on a light bulb) and finding them nonsensical. Whilst you, yourself, are "really" the nonsensical one; by shouting in the middle of a sentence and running out of the building in your PJ's?

That sounds more like a specific symptom, called "apraxia", which usually results from neurological conditions I believe. I'm including the Wiki definition via link. And it could also fall into the "aphasia" category, as well. And if the individual is suffering from a neurological condition, a for of brain damage due to injury or illness, or the onset or dementia perhaps (depending on age), it would be contained here as well I believe.

The symptoms that you describe could fit a neurological illness called Tourette's Syndrome. Many, but not all, of the victims are aware of what they do, like bark in the middle of a sentence, but they can't control the behavior.
