YES IT HAS ROMANCE.
EVEN YAOI. But the yaoi's really funny. Ouran's like a spoof of yaoi animes.

Yes there are a handful of sweet moments between Haruhi and the other members of the Host club and lots of hinting and that sort.
By the way Ouran High is one of my favourite shoujo manga of all times =)
