I'm wonder specifically what the wondrous item memento magica (1st level and 2nd level) do, and it's from the book Races of the Dragon. If anyone can help me out I'd appreciate it.

It allows any spontaneous caster (sorcerer, bard, warmage, etc) to recall a spell slot of that level once per day. The spell slot is then treated just as if it had never been used.
For example, Hennet is a 5th level sorcerer and has a Charisma of 15. He has 4 second level spell slots from his class and one bonus slot from his charisma, meaning he can cast 5 second level spells he knows today. During a big fight he expends all but one of them. Luckily he has a level 2 memento magica, so he recovers one slot as if it were not used and now has two available until he rests.
