Think of the iPod as a removable drive, that any computer with plug-and-play capabilities can view. Another question though would be "What are the system requirements for the iTunes software?" The iTunes software is Apple's recommended approach to syncronizing media from your computer to the iPod player. The iTunes requirements are as follows:

Windows 2000 Service Pack 4 or later or Windows XP
500 MHz Pentium class processor or better
QuickTime 7.1.3 (included)
256MB RAM
Supported CD-R or DVD-R drive to burn CDs

Notice that since it doesn't require Service Packs (SP) for Windows XP, just about any version (XP original, XP SP1, XP SP2) should work.

The computer requirements for playing video in iTunes is somewhat higher, although same versions of the operating system (XP), but most people play their videos on the iPod not on the computer.

Yeh, as long as you have or download the ipods drivers and itunes which are free online.
