There are a couple of good possibilities. Here's a very cute little electric car that only costs $10,000, called the ZAP:

The only problem with the ZAP is that it only goes 40mph. If you want freeway speed, I recommend an EV conversion - a gasoline car converted to electric power. A car like this can be had for as little as $5000. Details:
