That is called arms akimbo. It is a mildly confrontational stance. I think the person is mildly annoyed with what is being said.

well, if the stance is erect and the chest is forward or the hip is tilted out to one side - it seems sarcastic. But some people just stand that way cause its a comfortable spot to put the hands besides folded in front or folded in back. Its all in the stance that goes along with the placement of the hands that is important to me.

the kind of message I get is that they can't wait for you to stop talking so they can add their two cents to what you just said. Another message is that they are mad at what you are saying.
