In the penis, no... there is no muscles in the penis, it is all spongy material that fills up with blood caused by vasoldilation. That is what gives you an erection.
Your forearm may get a little development because it is just like doing repititious exercise, as for the abs, i dont think youll ever develop a six pack from masturbation.
Try sit-ups.

It does work out your arm(s) and a little in your abs but not enough to notice unless you are spankin a heck of a lot.
It works out your PC muscle (helps ejaculation and holding your pee) but your penis is not a muscle. Your penis is make up of 3 glands that fill with blood when you get an erection.
