If you are a student at the university, you can apply to live in housing on that campus. Any student can live on campus as long as there is room. Many times, university campuses have limited space in their resident halls. Therefore, many times it is first come, first serve. However, still apply and see if they have place - usually they'll be able to find you room.

The only thing that you have to prove to the housing department is that you are a student at the university. You do not need to have any credit. You do not need to have any work history. Once they approve your housing application, you'll probably have to pay a "security deposit." This deposit varies from school to school, but it might be somewhere around $200. Then, you'll have to start paying for your housing once you move in. However, keep in mind that financial aid can pay for your housing. When you fill out the FAFSA, indicate that you will be living on campus and they are more likely to give you even more money.

Good luck!

I know at Berkeley, to apply for the dorms I'm pretty sure you just need to be a student and pay the money. There's an application you fill out with your preferences of which residence hall you want to live in and what type of room you want (single, double, triple) in the Spring.
Freshman are guarenteed dorm living. But no freshman can get singles.
