Can anyone remember a kids movie prior to 1988 that involved a group of kids climbing giant stairs?

I have been trying to remember what this movie was forever. I just remember being ill from school and my mother renting it somewhere between 1984 and 1988. I guess it was like the borrowers but much earlier. But the most vivid memory was them climbing these giant stairs.
