The minimum ages for provisional licences are as follows:
Moped (two wheeler under 50cc) - 16
Car - 17
Motorcycle (up to 33bhp) - 17
Motorcycle (unlimited) - 21 (or two years after passing Group A test)
Trike and quad - 17
Commercial vehicle up to 3.5 tonnes - 17
Commercial vehicle between 3.5 and 7.5 tonnes - 18
Commercial vehicle over 7.5 tonnes - 21

I hope not I was 17, and I'm 24 now when I had mine and I ain't once had an accident. Also a clean licence.
If they did raise the age to something like 24 (which I doubt) - then I hope the insurance premium of all ages goes up to cover the loss of the under 21 category.

the provisional at 16 only lets you ride a moped, and they seem very much out of vogue these days so I'm not sure what the problem is.
I doubt if the current 17 to drive a car will change, although the limits on power of vehicle may well do, similar to motorbikes
