In summer you're used to hotter weather, most places. Here, it gets well over 100 through July and August, sometimes September. 60 then feels "cold" to us. When it's cooler, like Minnesota in the winter (can be -20 or more) 60 seems almost hot! That's the only way I can figure it.

They're just dressing according to what they think the season is. When it's an abrubt chang in season like 60 degrees in the winter, it's almost automatic to shed layers--just out of habit.

It's all relative. If people are used to below-zero temperatures, sixty degrees will feel tropical.

Not sure but I think it is what you accostomed to and in the winter time 60 is balmy whereas in the summer it is chilly...maybe that is a sign of the wuss in us all...LOL

i think it's because you become acclimated to a certain temperature. when you are cold a lillte warmth goes a long ways and vice versa

Once a temp stays cold or hot for so long you get used to it and then when it actually gets to a decent temp it is different than what u were used to

maybe sixty degrees is a little chilly to some people so they put on pants instead of shorts
